Israeli and Palestinian Environment Officials Meet

In a follow-up to unofficial talks held three weeks ago in London, Environment Ministry Director General Nehama Ronen met today (Wednesday), 29.7.98, with Palestinian Authority representatives to discuss solutions to the shared environmental problem of waste disposal and the illegal dumping of hazardous materials by Israelis and Palestinians, as well as ways to enforce anti-dumping laws.

Attending the meeting for Israel were Environment Ministry Senior Deputy Director General Dr. Shmuel Brenner, who heads the negotiating team for environmental issues, and officials from the Civil Administration and the Foreign Ministry. The Palestinian participants included Palestinian Environmental Authority (PEA) head Dr. Sufian Sultan, PEA Director General Dr. Mohammad Said al-Hmaidi and Jamal Zakout, PA Civil Affairs Ministry director general.

At the meeting, it was agreed to establish a joint operative plan to enforce laws against Israelis and Palestinians dumping hazardous waste at illegal sites. It was also agreed that joint teams would prepare an agreed plan, based on acceptable environmental and geological principles to build joint hazardous waste disposal sites for Israel and the Palestinian Authority. Emphasis will be placed on finding sites in the Bethlehem, Nablus-Tulkarm and Ramallah regions. A meeting will be held by the Environmental Professional Committee in order to promote local projects such as a joint Kalkilya-Kfar Saba dump and joint waste treatment for the Emek Hefer and Nablus Regional Councils. Finally, it was agreed to hold regular senior-level meetings every two-three months in order to push forward issues that become stuck in the committees.
