Communicated by the Foreign Ministry Spokesman Jerusalem, 29 June 1998 Upgrading the PLO Status at the UN   The legal opinion of the Legal Advisor of the Israel Foreign Ministry with regard to upgrading the status of the PLO at the United Nations, as leaked to the press, is an independent, professional, legal opinion which relates to the overall legal aspects of the issue. The leak to the press was partial and selective, and therefore does not reflect the full content and meaning of the legal opinion. In summary, it should be emphasized that such upgrading is not commensurate with the spirit of the various agreements and the obligations undertaken by the PLO vis-a-vis Israel.
