Statements by Foreign Minister David Levy
on the Shooting of Israeli Schoolgirls
at Naharayim in Jordan

Following is part of the telephone conversation today, March 13, 1997, between Israeli Foreign Minister David Levy and the Jordanian Prime Minister Kabariti:

The FM: "The Israeli public is shocked and angered especially since those who carried out this terrible crime come precisely from a place about which we felt calm and assured. It must be regarded with great gravity, and there must be determined and immediate action to prevent such terrible acts. The Jordanians must vigorously express their opposition to such awful actions."

"Statements heard lately from various quarters create a psychological atmosphere which could end in tragic deeds such as this latest act."

The Jordan PM expressed his shock, pain and condolences to the people of Israel and the families of the victims of this grave and frightful disaster. He said Jordan would act effectively and energetically to help as far as possible at this time to deal with the situation. The incident, as far as they are concerned, is intolerable and grave.

The following is part of remarks by the Foreign Minister in interviews he gave today (on Israeli Radio "Kol Yisrael" and the Army Radio Station, "Galei Tzahal."):

"All the verbal violence and threats of violence are later translated into actions on the ground and this kind of bloodshed. I expect the Jordanian government, in all its branches, to act to uproot such elements. Threats of violence which register in the minds of deranged people, later become a raging fire and cause the murder of harmless children, and must be avoided.

"I respect the statement by the Prime Minister of Jordan and his condolences and shock. Obviously, something like this requires it, and it was in place. However, Jordan must undertake a housecleaning and act among all those who carry weapons, and meticulously monitor and inspect this sector. The psychological escalation now raging could cause further disasters.

"Who knows where, and how many, such madmen bearing weapons are moving around, waiting only for a kind of `green light' statement defining Israel as she is being described today. We are returning to those dark years which we thought had passed and would never return.

"This is also an opportunity to remind the Palestinians to watch their statements, for who knows what is going on in the minds of madmen to be found in many places. Responsibility requires them to end the escalation of threats, which later, in the area, take on the dimension of murder as a means of conduct.

"The importance of peace lies in the message which leaders on all sides project: peace has no value if it is anchored only on paper, or even if there is peace between leaders. The significance of peace is in the message relayed to the masses regarding its inherent value."
