Jerusalem, 9 December 1997 PM Netanyahu prohibits planned PA Jerusalem Census
Prime Minister Benjamin Netanyahu has instructed Public Security Minister Avigdor Kahalani to prevent the Palestinian Authority from carrying out its intention to conduct a census in eastern Jerusalem. The Prime Minister said that a census of this kind would be a violation of agreements signed with the Palestinians, that Jerusalem is the capital of Israel and that he will not permit any foreign sovereign activity in the city.

Minister of Public Security Avigdor Kahalani today (Monday) 8.12.97, warned the Palestinian Authority against the intention by the Palestinian Authority to carry out a population census in Jerusalem. Minister Kahalani instructed the Ministry's Chief-of - Staff of Operations to inform in writing the Palestinian Authority Census Director Hassan Abu-Livda to inform him that this act is contrary to the articles of the Statement of Principles and the Interim Agreement, according to which the Palestinian Authority committed itself not to exert its authority outside the area under its jurisdiction.
In his letter, the Chief-of-Staff of Operations demanded that Abu-Livda to avoid a breach of the agreement by carrying out the census in sovereign territory of the State of Israel in Municipality of Jerusalem. In addition, Minister Kahalani instructed Jerusalem District Police Commander Superintendent Yitzhaki to take the necessary steps to prevent the carrying out of the census in the sovereign territory of the State of Israel.
